Netanyahu backs law to ban loudspeakers at all religious place across Israel

(independent.co.uk) A highly contentious Bill which threatens to inflame Arab religious and ethnic sensitivities in Israel by clamping down on mosques using loudspeakers for the call to prayer has split the Cabinet of Prime Minister Benjamin Netanyahu.
Mr Netanyahu expressed sympathy this week for the principle behind the Bill, promoted by Anastasia Michaeli, a Knesset member in the ultra-nationalist Yisrael Beiteinu party led by the Foreign Minister, Avigdor Lieberman.
Ms Michaeli's so-called muezzin Bill would actually ban the use of such loudspeakers in any place of worship, but is clearly directed at mosques used by Israel's mainly Muslim million-plus Arab minority. She has said the Bill comes from "a world view whereby freedom of religion should not be a factor in undermining quality of life".
The Bill is believed to be the first attempt to impose change on calls to worship from mosques since the formation of the state of Israel in 1948. This week, Mr Netanyahu postponed discussion of the measure in the key ministerial committee on legislation after it ran into stiff opposition from three prominent ministers in his own Likud Party: Dan Meridor, a Deputy Prime Minister, Michael Eitan, and Limor Livnat. All three argued that it would unnecessarily escalate tensions.
But Mr Netanyahu made it clear that he wanted the issue addressed, saying in reference to curbs in Belgium and France, where officials have imposed bans on street prayer, that "there is no need to be more liberal than Europe".
The Bill, or a version of it, may be put before the ministerial committee next week.
The measure is part of a recent wave of legislation proposed by the Knesset targeting Arabs and leftist groups. Avi Dichter, a prominent member of the centrist Kadima Party, has drawn up a Bill which would effectively downgrade Arabic as an official language,
One of the most contentious Bills, whose principle was supported by Mr Netanyahu, is aimed at clamping down on foreign government funding of Israeli human rights organisations.
The Prime Minister has put the latter Bill on hold for "careful consideration" after a wave of international protests against it, including from the British government.
But Mr Netanyahu told his Likud ministers this week that he had received "numerous complaints from people who are bothered by the noise from the mosques". The mayor of Upper Nazareth, the Jewish town which borders the northern Israeli-Arab city of Nazareth expressed support for action at a meeting of the wider Likud faction yesterday.
The Bill has outraged Arab religious authorities, with the former mufti of Jerusalem, Ekrima Sabri, asking yesterday: "How could Israel change something which Muslims have been practising for the last 15 centuries in Jerusalem and Palestine and everywhere?"

The present mufti, Muhammad Hussein, has suggested that the move is part of a "programmed policy" which he says is in line with a recent spate of attacks on mosques by vandals from Jewish settlements.
Ms Livnat, the most surprising of dissenting Israeli ministers since she is normally seen as a member of the party's hard right, is arguing that existing noise pollution legislation should be enforced in cases of local complaints about the volume of the muezzin's call to prayer.
That approach would mirror Britain's, where the volume of the Muslim call to prayer is subject to limits drawn up by noise pollution legislation, though it is most often enforced only in the case of specific complaints.

U.S. Admits Iran has a drone in perfect working condition and now another Predator malfunctions over the Indian ocean. (worldnews.msnbc.msn.com) NAIROBI, Kenya -- An American military drone that had been used to monitor piracy off the East African coast has crashed at an airport on the island nation of Seychelles during a routine patrol, officials said Tuesday.
The U.S. Embassy in Mauritius said the unmanned U.S. Air Force MQ-9 Reaper was not armed and that the crash caused no injuries. The crash sparked a fire that was quickly extinguished.
Lina Laurence of Seychelles' civilian aviation authority said the drone developed engine problems minutes into its flight and needed to land as soon as possible Tuesday morning.
"But due to its accelerated landing speed, the aircraft was unable to stop before the runway's end," Laurence said.
The embassy's statement said the cause of the crash is being investigated.
"It has been confirmed that this drone was unarmed and its failure was due to mechanical reasons," Laurence said.
The affected runway was closed for about 10 minutes as a "precautionary measure," but was later reopened with no disruption to airport operations, Laurence said.
The U.S. military and the civilian aviation authority of Seychelles have coordinated to remove the debris, officials said.
While U.S. Air Force officials attempt to determine the cause of the crash, initial reports indicate that upon landing the drone failed to stop and ran off the runway into large rocks along the shoreline, U.S. officials said in Washington.
The MQ-9 Reaper is a medium-to-high altitude unmanned aircraft system with sensors that can provide real-time data. The Seychelles-based MQ-9s, which are used to monitor piracy activities in and around the Indian Ocean, don't carry weapons, though they have the capability to do so.
Tuesday's crash follows last week's claim by Iran that it seized a drone identified as the RQ-170 Sentinel. Tehran said it was captured over the country's east. The nearly intact drone was displayed on state TV and flaunted as a victory for Iran in a complicated intelligence and technological battle with the U.S.
U.S. officials said the unmanned aircraft malfunctioned and was not brought down by Iran. President Barack Obama said Monday the U.S. wants the top-secret aircraft back and has delivered a formal request for the return of the surveillance drone, though it isn't hopeful that Iran will comply.
The U.S. has used drones to hunt down al-Qaida-linked militants in Somalia and Yemen, among other countries. Their humming is a constant feature in the sky in many of the major towns in southern Somalia, especially the capital city and the militant-controlled southern port of Kismayo. It was not clear if drones operated out of the Seychelles are used for that purpose.

The Predator B is essentially a scaled-up derivative of the RQ/MQ-1 Predator, the major difference in layout being the more conventional upward V-tail. GA-ASI has flown Predator B prototypes with two different powerplants, the first one with a Honeywell TPE-331-10T turboprop and the second one with a Williams FJ44-2A turbofan. The basic equipment suite of the Predator B is similar to that of the RQ/MQ-1 Predator, and the primary mission equipment consists of a Raytheon AN/AAS-52(V) MTS (Multi-Spectral Targeting System) EO/IR sensor turret/laser designator and a General Atomics AN/APY-8 Lynx SAR (Synthetic Aperture Radar). The Predator B can also be used as an armed multi-mission UAV, launching AGM-114C/K Hellfire missiles and other guided weapons. The Predator B is compatible with the ground-based communications equipment of the MQ-1B Predator system, so that it can supplement and/or replace the latter relatively seamlessly

After the U.S. Air Force had successfully "weaponized" its RQ-1 Predator, it became interested in the more powerful Predator B. In February 2003, the designation MQ-9A was allocated to the turboprop-powered variant of the Predator B (the USAF was not interested in the turbofan version), and later that year two YMQ-9A prototypes were purchased. These aircraft are being evaluated by the Air Force, and at least four additional more airframes have been delivered so far. Current orders cover at least 20 MQ-9 aircraft, and the planned total production is 60 airframes. The YMQ-9A has significantly higher performance than the original Predator. It has a mission endurance of 24 hours at a maximum altitude of 13700 m (45000 ft), and GA-ASI claims a total endurance of up to 30 hours. In 2006, the USAF assigned the official "popular name" Reaper to the MQ-9 UAV.

Others said they had been visited by Taliban fighters and that 10 of their fellow students had disappeared in recent months.
One boy said that visiting Taliban members had told them to 'prepare for battle'. Some Pakistani madrassas have long been suspected of grooming Islamic militants.
Police arrested a cleric and two others at the scene, but the madrassa's administrator managed to escape during the raid, Pakistan's Express Tribune reported.
Local police Superintendent Rao Anwar told the paper: 'Those recovered are aged between 12 and 50 years and are mainly of Pakhtun ethnicity.
'A few drug addicts and mentally challenged persons were also among those who were recovered.'
'It seems that the administration was running a sort of religious school-cum-rehabilitation-centre and were receiving considerable sums of money from parents of those kept in for that purpose.'

Sanaa TV, a local station, showed footage of the raid and the chained students, who danced and cried as police began to free them.
'We were kept in chains and hung upside down and beaten with sticks if we didn't comply. We were told that we would be given training to fight in Afghanistan,' one boy said.
Another told how Taliban fighters had visited the seminary, led prayers and told them to prepare for battle.
The raid came after an anonymous tip-off to authorities. Police official Mukhtiar Khaskheli told Agence France-Presse that a full investigation would probe any possible links with militants.
'The madrassa officials claim that they had chained those students because they were drug addicts and they wanted to rehabilitate them and make them better Muslims,' he added.

According to the Press Trust of India, most of the captive students had been brought to Karachi from remote parts of Khyber Pakhtunkhawa province, a hotbed of Taliban activities.
'What we have learnt is that the parents used to pay the seminary for the education of their children who were sent to Karachi to get religious education,' a police official told the agency.
Pakistani government records seen by AFP suggest there are 15,148 seminaries in Pakistan, with more than two million students.
But officials suspect many more unregistered schools exist, providing the children of Pakistan's poverty-stricken majority with the only education they can afford.

A report on the Israeli website Hakol Hayehudi said one of the worshippers was lightly wounded when a PA officer chased a group of Breslov Hassidim and then opened fire at them. The worshippers fled the scene, according to the report.
Israeli public radio said the group entered the site without the required coordination with the Israeli military.
Currently, Jews are allowed to visit the Tomb, which is in PA-controlled Shechem, only by special permit of the IDF. Groups that attempt to pray there without such permits are often arrested by the army.
According to the Oslo Accords, Israelis are supposed to have free access to the site, but Arab rioters have several times destroyed the Tomb, and the IDF has barred Jews from going there because of fear of Arab violence.
Last April, Palestinian Authority soldiers killed yeshiva student Ben Yosef Livnat as he was returning from prayers at Joseph’s Tomb.
The Shechem Core Group reacted to the wounding of the worshipper overnight Monday and called for a full-time Jewish presence in Shechem. The group said in a statement that Jews should not have to settle for one entrance a month.
The statement concluded with a call for the IDF "to protect [the] Jews from 'Palestinian terrorists.'"

(EYE on Daily Mail) Because pious Saudi men can't control themselves. Women with attractive eyes may be forced to cover them up under Saudi Arabia's latest repressive measure, it was reported yesterday.
The ultra-conservative Islamic state has said it has the right to stop women revealing 'tempting' (eye)s in public. A spokesperson for Saudi Arabia's Committee for the Promotion of Virtue and the Prevention of Vice, Sheikh Motlab al Nabet, said a proposal to enshrine the measure in law has been tabled. Women in Saudi Arabia already have to wear a long black cloak, called an abaya, cover their hair and, in some regions, conceal their faces while in public. If they do not, they face punishments including fines and public floggings. One report on the Bikya Masr news website suggested the proposal was made after a member of the committee was attracted by a woman’s eyes as he walked along a street, provoking a fight.  The woman was walking with her husband who ended up being stabbed twice in the hand after the altercation.
The virtue and vice committee has repeatedly been accused of human rights violations. Founded in 1940, its function is to ensure Islamic laws are not broken in public in Saudi Arabia. In 2002, the committee refused to allow female students out of a burning school in the holy city of Mecca because they were not wearing correct head cover.

The book says that the conflict will not end unless one side vanquishes the other, because “throughout Islamic history, the Jews have striven to destroy the [Islamic] religion and spread fitna [chaos] among the Muslims.” The book also repeats classic anti-Semitic lies that Jews have taken control of Western media and culture, exploited their home societies, and aligned themselves with Christians to destroy Islam.
