CAIRO (AP) (EYE ON THE WORLD) — A Saudi militant believed killed in the U.S. drone strike in Yemen constructed the bombs for the al-Qaida branch's most notorious attempted attacks — including the underwear-borne explosives intended to a down a U.S. aircraft, and a bomb carried by his own brother intended to assassinate a Saudi prince. ...The death of Ibrahim Hassan al-Asiri would make the Friday drone strikes on a convoy in the central deserts of Yemen one of the most effective single blows in the U.S. campaign to take out al-Qaida's top figures. ...The strike also killed Anwar al-Awlaki, a Yemeni-American cleric who had been key to recruiting for the militant group and a Pakistani-American, Samir Khan, who was a top English-language propagandist. ...But Christopher Boucek, a scholar who studies Yemen and al-Qaida, said al-Asiri's death would "overshadow" that of the two Americans due to his operational importance to al-Qaida in the Arabian Peninsula, the Yemen-based group that is considered the most active branch of the terror network. ...Late Friday, two U.S. officials said intelligence indicated al-Asiri was among those killed in the strike. The officials spoke on condition of anonymity because al-Asiri's death has not officially been confirmed. ...The 29-year-old al-Asiri was one of the first Saudis to join the Yemen-based al-Qaida branch and became its key bombmaker, designing the explosives in two attempted attacks against the United States. ...His fingerprint was found on the bomb hidden in the underwear of a Nigerian man accused of trying to blow up Northwest Airlines Flight 253 over Detroit on Christmas Day 2009, according to U.S. counterterrorism officials. The attack failed because the would-be bomber Umar Farouk Abdulmutallab botched detonating the explosives, ending up only burning himself before being wrestled away by passengers. ...The explosives used in that bomb were chemically identical to those hidden inside two printers that were shipped from Yemen last year, bound for Chicago and Philadelphia in a plot claimed by al-Qaida. The bombs were intercepted in England and Dubai. ...In perhaps his most ruthless operation, al-Asiri turned his younger brother, Abdullah, into a human bomb in a 2009 attempt to kill Saudi Prince Mohammed bin Nayef, the kingdom's top counterterrorism official and son of its interior minister. ...Abdullah volunteered for the suicide mission, asking to replace another militant named to carry it out, according to an acccount in Sada al-Malahem, an Arabic-language Web magazine issued by al-Qaida in the Arabian Peninsula. Abdullah pretended he was surrendering to Saudi authorities, and Prince Mohammed agreed to receive him in his home in Jiddah during a gathering to celebrate the Muslim holy month of Ramadan. ...While talking to the prince, Abdullah blew himself up. LightSquared's GPS Request Jeopardizes National Security

(Hudson NY/Taylor Dinerman) It appears that members of the current administration have put the reliability and safety of the GPS signal at risk to support an ambitious commercial communications project largely owned by one of the President's major campaign contributors. The LightSquared proposal for a $7- $8 billion mobile broadband system is, according to the Coalition to save GPS who are quoted in the June 20 2011 edition of Space News saying that "all testing done so far shows that LightSquared cannot operate as planned without devastating GPS."
The American government's Federal Communications Commission (FCC), which controls frequency use in the US, has, it seems, come under pressure from the White House to approve LightSquared's application to use frequencies that may interfere with the GPS signal. If the Administration tried to tamper with the testimony of US Air Force Space Command's commander General Shelton to facilitate the LightSquared project, it would show an unimaginable level of recklessness.
Over the last thirty years the US has spent more than $100 billion building and operating the GPS system. To put this investment at risk -- especially to please a campaign contributor -- will have lasting effects on both US national security and America's international position.
Since it came into use in 1990, the US Air Force's GPS system has excited admiration and envy throughout the world. Former President Chirac of France complained that it was making the Europeans into "Technological vassals of the Americans." Keeping the system healthy and safe has been a major policy priority of the George H. W. Bush, Clinton and George W, Bush administrations. The Obama administration's own National Space Policy, published in June 2010, says that "The United States must maintain its leadership in the service, provision and the use of global navigation satellite systems [GPSs].
Although it is not often mentioned, the GPS is also an essential part of out nuclear deterrent. The guidance system on missiles, bombers and submarines all use the GPS, as well as its backup systems, to maintain the capacity for precision targeting of US nuclear warheads. It is no wonder that the opponents of global civilization, and of America in particular, have sought ways to jam, or knock out the system.
The North Koreans recently launched a major jamming attack on the GPS signal that interfered with the system's operation to the extent that a US intelligence-gathering aircraft was forced to land with its mission uncompleted. In 1991, US Air Force officers were happy to explain that Saddam's attempt to transmit a jamming signal against the GP S system failed. The USAF simply destroyed the transmitter using a GPS guided bomb.
In 2004 the US government forced the European Union to agree to change its plans to transmit a radio frequency signal that would have endangered the smooth operation of one of the GPS signals from its Galileo satellite navigation system. The uneven history of the development of the Galileo system, and the failure of the Europeans to find a workable "commercial" model for its development, is a sign of just how expensive and difficult it is to make a system like GPS work reliably and safely.
The frequencies used to transmit the GPS signals are assigned to the US government by the International Telecommunications Union (ITU) based in Geneva, Switzerland. The main frequencies, and others nearby on the electromagnetic spectrum whose use can interfere with the GPS signal, are highly coveted by America's rivals, such as the European Union and China. Keeping US control of these frequencies is a constant political struggle. America's diplomats have so far been successful, thanks in large part to the internationally recognized reliability and utility of the GPS system.
As this scandal unfolds, the ITU and those who seek to break America's hold on the GPS signal frequencies will be watching carefully. If they see that the White House was prepared to endanger the integrity and reliability of the GPS signal to satisfy a campaign contributor, the effects could be disastrous. The next time a nation or group of nations try and convince the ITU to allow them to transmit signals that may harm the effectiveness of the GPS signal, the international bureaucrats in Geneva may decide to go along with the request. After all, they might reason, if the US President doesn't care to protect the safety and integrity of the GPS signals, why should they?
The GPS system consists of a constellation of 31 satellites and two ground control stations,with the main one in Colorado and a back-up one in Maryland. Each satellite contains a highly accurate atomic clock and a set of transmitters. The satellites send a set of signals down to Earth where receivers measure the difference in the timing of the reception of each signal, known as the "Time Offset." As the Air Force "Space Primer says, " Based on the time offset, the distance between the satellite and the receiver can be determined. This process is followed for at least four satellites. The cumulative information is entered into the position equations and calculated." The receiver then shows where the receiver is on Earth, helps one to navigate and also gives us access to an amazingly accurate time measuring device.
The GPS has made possible, fror example, an agricultural revolution called "Precision Farming," whereby farmers, by combining their knowledge of their fields' geology and the GPS signal, have been able to reduce radically the amounts of fertilizer, pesticides and herbicides they need to grow their crops. Other uses include banking, and of course the GPS receivers that the public uses for everything from hiking to getting to the grocery store. America's GPS has gone from being considered an expensive military luxury in the 1980s, to being a war-winning technology in the 1991 Gulf War, and now to being an essential part of 21st century civilized life
If someone inside the White House tried to get Shelton to say that "he hoped the necessary testing for LightSquared could be completed within 90 days." This is particularly problematic, as General Shelton obviously knows that the Defense Department cannot order a new screwdriver in less than six months, let alone test and certify as safe a major potential modification to way the US government uses radio frequencies.

At ESPN, 33 of its 45 pundits predicted the Red Sox would win the World Series....If it's this hard to predict baseball, imagine how hard it is to forecast developments in other complex systems. The Federal Reserve tries to fine-tune the performance of the nation's economy through monetary policy.
Climatologists try to forecast how warm it will be 50 or 100 years from now and what that will do to sea levels. Predictions in complex systems are hard. (Washington Post) In “The Rogue: Searching for the Real Sarah Palin,” Joe McGinniss’ soon-to-be-published book for former Alaska governor and vice-presidential candidate, one tidbit, passed along by the National Enquirer, concerns former NBA player Glen Rice. Palin, according to the book, had a fling thing with Rice in 1987, while he was in college and she was a sports reporter fresh out of college and working at KTUU in Alaska. Rice was a junior at the University of Michigan at the time and their one-night stand occurred while he and the Wolverines were playing in the Great Alaska Shootout. Less than a year afterward, Palin, hockey mom and former basketball player, married her husband Todd. According to the Enquirer, Rice confirmed the relationship to McGinniss. And, because keeping score is important, Michigan lost, 79-64, to Arizona in the semifinals. The Wolverines finished third, beating Alabama-Birmingham. Rice was named to the all-tournament team.

(AA.com) Turkish Cypriot President DerviÅŸ EroÄŸlu on Saturday submitted a four-item proposal to United Nations Secretary General Ban Ki-moon to resolve the spat with Greek Cyprus over drilling in the eastern Mediterranean.
The proposal starts with a bid for both sides to simultaneously suspend oil and gas exploration, a move that seemed to show Turkey's reluctance to start drilling work in the Mediterranean.
In the first item of the new proposal submitted to Ban, EroÄŸlu made an offer to the Greek side to "suspend the oil and natural gas exploration simultaneously until a comprehensive solution is found to the Cyprus problem."
If this is not going to happen, EroÄŸlu offered to "set up an ad-hoc committee shaped by representatives of both peoples" on the divided island.
Disgusting denial of the correlative. Turkey is on the gas pipeline and has no gas shortages like Europe does. It is not generous at all to meet this demand. Hindering exploration would raise the price of the resource... this would make Turkey profit. It sounds like as if they are making nice, but they are not. Erdogan's ploy at diplomacy is hostile and manipulative.
"We shall give some authority to the committee, such as [authority over] explorations, agreements and licenses dependent on written approval of both sides, and we will negotiate the ratio of sharing the riches that will be found," EroÄŸlu said.
Thirdly, the Turkish Cypriot leader proposed, "We shall use the income to finance the comprehensive talks," adding that "the adoption of the plan shall not harm the positions of either side."
He is playing as if he is generous and ready to negotiate terms... typical Islamic move of demanding conditions for negotiations.
EroÄŸlu said Ban was pleased with the proposal, in which he repeated Turkish Prime Minister Recep Tayyip ErdoÄŸan's earlier call for the two sides to simultaneously renounce the energy explorations. Turkish Foreign Minister Ahmet DavutoÄŸlu said Turkey supported the new proposal that was presented to the UN chief.

"If the two parties renounce natural gas exploration, we will accept it," ErdoÄŸan told Ban late Thursday on the sidelines of the annual UN General Assembly in New York, asking the UN chief to intervene with the Greek Cypriot government in Nicosia and urge them to stop their offshore explorations.
Turkish Cypriot Foreign Minister Hüseyin Özgürgün said Sunday that required coordinates had been set and drilling for oil would soon begin in northern Cyprus. If the Greek Cypriot administration sees Turkish Cypriots as a minority on the island and carries out exploration work unilaterally, Turkish Cypriots can begin exploration in the north of the island, Özgürgün said.

Emergency workers in Venice Beach are due to be investigated for allowing their vehicles to be used in adult pictures, NBC reports. If the allegations are proven to be true, the guilty firefighters will have violated LAFD policy by failing to "operate apparatus in a way that does not compromise the reputation of the department". "The fire chief is adamant about addressing the issue, finding out what took place," LAFD spokesperson Captain Tina Haro said. "The professional standards division is following all leads, all reasonable leads, leaving no stone unturned. "The fire chief absolutely will not tolerate the type of thing that might have happened in that videotape." However, a department insider claimed that the entire station was aware of the firefighters' actions and considered them to be "good, clean fun".The LAFD are also investigating firefighters from another station in Hollywood over similar allegations.
