Obama has withdrawn the US submarines and most other Naval assets from Libyan waters, the UK has stopped firing Tomahawk missiles at Qaddafi targets, and France has stopped its air raids. Qaddafi is smart; rather than proclaiming victory, he has sent Obama a letter pleading for a ceasefire.
In the meantime, the Libyan rebels suffer heavy losses under the quiet, but steady onslaught of Qaddafi’s forces. NATO could have lifted Qaddafi’s siege of the rebel stronghold of Misrata in a brink, but it stands idle.
As in so many countries, from Hungary and Czechoslovakia to Lebanon, the United States incited the opposition to come into the open, then abandoned it to its death.

Gilad Shalit’s abductor eliminated
GAZA: An Israeli air strike killed a Hamas commander in the southern Gaza Strip and two of his bodyguards in their vehicle on Saturday, Palestinian medics said.
Israel had no immediate comment on the attack, which raised to 17 the number of Palestinians killed in retaliatory strikes since a rocket fired from the Hamas-ruled territory struck an Israeli school bus on Thursday seriously wounding a teenager.
In all 35 Palestinians in Gaza have been killed since the start on March 20 of the latest round of bloodletting, which has included dozens of rockets and mortar bombs fired by Palestinian militants at the Jewish state.
An Israeli missile was fired before dawn on Saturday targeting a vehicle whose passengers included a Hamas commander for the Rafah area, near the border with Egypt, and two of his bodyguards, medical officials said. All three were killed instantly.
Violence has escalated dramatically since Gaza militants fired an anti-tank rocket at a yellow school bus in southern Israel on Thursday, seriously wounding a 16-year-old Israeli and wounding an adult. Hamas claimed responsibility for the attack.
Israel has said it wants to teach Hamas a lesson for that attack which Prime Minister Benjamin Netanyahu said on Friday amounted to "crossing a line" adding that "whoever tries to attack and murder children puts his life on the line".
Israeli air strikes killed nine Palestinian militants and civilians on Friday, including an 11-year-old boy and an adult found dismembered by a cemetery in a densely populated town east of Gaza City.
Rockets shot at Israel
An Israeli military spokesman said that strike had targeted Palestinians firing rockets at Israel, and that more than 50 rockets were shot at Israel on Friday. Israeli media said a house was damaged and one soldier was slightly injured by these rockets and mortar attacks.
Several of the rockets fired from Gaza on Friday were intercepted by Israel's "Iron Dome" anti-missile system deployed earlier in the week for the first time.
Among those killed in Gaza on Friday were militants, and an elderly Palestinian and two women killed when their house in Khan Younis was hit. Three other women were wounded, according to hospital sources.
The Israeli military said "uninvolved civilians have apparently been injured" in one strike on Friday.
"The IDF regrets that the Hamas terrorist organisation chooses to operate from within its civilian population, using it as a 'human shield'," the statement said.
Two years of low-level skirmishing on the border escalated suddenly last month when Hamas, which rules Gaza, fired a barrage of rockets at Israel. Hamas had largely withheld fire at Israel since a Gaza war of late 2008 in which 1,400 Palestinians and 13 Israelis were killed.
Black students diss 'Students for Justice in Palestine'
This incident may yet be regarded as a watershed in the campaign by 'Palestinians' and their supporters to characterize Israel as an 'apartheid state.' The incident took place at Brandeis University in Waltham, Massachusetts this past week. Kadima MK and former Shin Bet director Avi Dichter was the speaker. In response, a group of African American student leaders from traditionally 'black colleges' have taken out advertisements in student newspapers all over the US in which they have published an open letter to the 'Students for Justice in Palestine.' Their message: You guys are clueless (Hat Tip: Herb G).
"The use of the word 'apartheid' by Students for Justice in Palestine (SJP) in its characterization of Israel is patently false and deeply offensive to all who feel a connection to the state of Israel," the letter, which ran or is slated to run in papers at Brown University, University of California-Los Angeles, the University of Maryland and Columbia University over the next few days, reads. "Your organization's campaign against Israel is spreading misinformation about its policies, fostering bias in the media, and jeopardizing prospects for a timely resolution of the Israeli-Palestinian conflict. Such irresponsibility is a blemish on your efforts."It's great to see that the next generation includes kids who can think independently and who aren't sucked in by the false rhetoric of the mainstream media. Apartheid is probably the most overused word in current discourse.
The letter continues to state that "playing the 'apartheid card' is a calculated attempt to conjure up images associated with the racist South African regimes of the 20th century," and calls the strategy "as transparent as it is base."
"Beyond that, it is highly objectionable to those who know the truth about the Israel's record on human rights and how it so clearly contrasts with South Africa's," the letter reads, noting that under apartheid, black South Africans had no rights in a country in which they were the majority of the population.
Saying that the analogy manipulates rather than informs, the letter requests SJP to "immediately stop referring to Israel as an apartheid society and to acknowledge that the Arab minority in Israel enjoys full citizenship with voting rights and representation in the government."
"Decency, justice, and the hope of peace and reconciliation in the Middle East compel us to demand an immediate cessation to the deliberate misappropriation of words and of the flagrant mischaracterizations of Israel," the letter concludes. "Your compliance with this request will be viewed as a responsible and appropriate first step toward raising the level of discourse."

Democrats Are Suddenly Just Fine with Undisclosed Donors
Just in case you weren’t convinced that the White House’s “anonymous foreign donors” scare-mongering during the midterm campaigns last year was a complete fabrication, the Los Angeles Times provides all the evidence you need:
Democrats putting together new independent political organizations for the 2012 campaign are embracing a model that will allow them to conceal their donors — the very tactic for which they criticized Republicans in 2010.Two former Obama White House officials, Bill Burton and Sean Sweeney, are behind the planning of one of these groups, which will lend support to the president’s reelection bid. “As a spokesman for Obama, Burton repeatedly hammered Republican groups for their lack of transparency in 2010,” the Times reports.
“This is stunning in its hypocrisy,” said Jonathan Collegio, spokesman for American Crossroads.
But it’s not just hypocrisy. Democrats had no problem taking money from undisclosed donors in the past, and even did so during the midterms—in between criticizing Republicans for the same thing, of course. And after all of the unfounded attacks on the Chamber of Commerce, the dark insinuations about the GOP’s reliance upon “anonymous foreign donors,” and the phony posturing about transparency, the Democrats’ decision to ramp up their fundraising from undisclosed donors further illustrates the political cynicism of the White House’s strategy last fall.

Radical Cleric's 'Outrage' Over French Ban
The radical cleric Anjem Choudary has been permanently banned from entering France, Sky News has learned.
The former head of the now outlawed group Islam4UK was stopped with a coach load of his followers as he arrived in the French port of Calais this afternoon.
He had been heading to Paris for a demonstration against the French Government's controversial decision to ban women from wearing the burka.
The legislation outlawing the full Islamic face veil comes into effect on Monday.
Mr Choudary was detained briefly by French border officials, who handed him a legal notice informing him that the Minister of Interior had decided to deny him entry into France on a permanent basis.
The document cites his membership of the banned groups Islam4UK and Al-Muhajiroun, which he jointly led with the Cleric Omar Bakri Mohammed.
Bakri Mohammed, an extremist preacher originally from Syria, was banned from re-entering the UK, after he travelled to Lebanon in 2005.
Mr Choudary has also caused controversy with remarks he has made in recent years and protests he and his followers have taken part in.
There was uproar last year when he announced he planned to march 500 coffins through the town of Wootton Bassett in Wiltshire, a community which gained a reputation for regularly honouring British service-personnel killed in Afghanistan.
He wanted to highlight the 'tens of thousands' of Muslims who have died in the conflict in Afghanistan, but later called off his plans for the march after officials indicated they would not give permission for it to go ahead.
Mr Choudary said the decision to ban him permanently from France was an "outrage" as he had not broken any law.
He said: "The actions of the French authorities today will only entrench Muslims more in their belief that sovereignty must belong to God alone and any challenge against this will be resisted and rejected."
While Mr Choudary's followers were allowed to continue their journey to Paris, he was placed back on a ferry to Dover.
His passport was confiscated and handed to the ferry's skipper to give to the UK authorities on his arrival back in Dover.
The cleric has told Sky News he plans another protest against the banning of the Burka by the French on Monday, but because of the new ban on him entering France, the protest will take place outside the French embassy in London instead.

Irdayanti Mukhtar, 34, received nine lashes by Sharia Police for having a relationship with another man, even though she is said to be in the process of divorcing her husband.
The harsh punishment was meted out in front of a crowd of 200 people outside the Al Munawwarah Mosque in Jantho, Indonesia.
The jeering crowd recorded the brutal beating on their mobile phones and camcorders and shouted for more beatings in the strict Muslim city.
Mukhtar had been sentenced to the punishment the previous day by a Sharia court where prosecutors said that she was guilty of being in 'close proximity' to another man.
Under Sharia law the offence carries a maximum beating of nine strokes with a cane or a minimum of three.
Neighbours had seen Mukhtar with the man and had barged in on her while the couple were in her bedroom, although it is unclear what they were actually doing.
The mob then dragged them to the local police station to be charged.
It is believed Sharia Police are also investigating a claim that Mukhtar was molested by the crowd before they took her to be charged.
Shortly after the caning on Friday Mukhtar passed out and had to be taken to hospital for treatment.
She was one of four people, including the man she was caught with, to be caned for extramarital affairs.

Good Riddance To Glenn Beck
Why should conservatives - and all across the political spectrum-applaud Fox’s recent decision to discontinue Glenn Beck’s show_on its news channel? After all, when Glenn Beck first appeared on Fox News to host his show in January 2009, right in the midst of the greatest economic crash since the Great Depression, his forecasts of doom and angry pessimism were able to attract some 3 million viewers a night.
His influence has subsequently become apparent as his reports led to the resignation of Van Jones, the White House’s former ‘green jobs’ adviser, in September 2009, and tens of thousands attended a rally he organized with Sarah Palin at the Lincoln Memorial in August 2010.
Nonetheless, two reasons come to mind that seal the case against Beck:
Promoting conspiracy theories: In contrast to Bill O’Reilly and Sean Hannity, who stick to reality when commenting on the Obama administration (even if one does not generally agree with their analyses and interpretations), Beck has had a tendency to advance ridiculous conspiracy theories that defy the facts. For instance, on one showing of Fox and Friends, Beck warned that the Obama administration is guiding the United States in the direction of “a country heading towards socialism, totalitarianism, beyond your wildest dreams. ..If you have any kind of fear that we might be heading towards a totalitarian state: look out. Buckle up.” Such rhetoric has by no means been exceptional on Beck’s program. As David Frum points out, Beck has offered on a daily basis “alternative knowledge” that goes completely against reality, forming a “closed information system.”
Though corporate profits increase dramatically, Beck asserts that the free-market is under assault at the hands of socialism. While prices slump, he warns of imminent hyperinflation. As African-Americans suffer from Depression-level unemployment owing to the recession, he has the temerity to smear Obama and his government for supposedly harboring a “deep-seated hatred for white people.” In the meantime, he attributes the uprisings in the Middle East and North Africa to a Leftist-Muslim conspiracy aiming to establish a global caliphate. Once Beck’s penchant for conspiracies is taken into account, the reason why he attracted so many viewers in the middle of the economic crisis becomes evident.
Dalliances with anti-Semitism: It is lamentable that even incisive analysts such as Dr. Daniel Pipes have appeared on Beck’s show, whilst remaining completely unaware of Beck’s affection for certain anti-Semites who share his tendencies to rely on conspiracy theories. Incidentally, none of this settles well with Beck’s declared support for Israel, but anti-Semitism frequently goes hand in hand with a conspiratorial mindset. Of course, there are many other cases of anti-Semitic groups and individuals such as the British National Party (BNP) and Srdja Trifkovic, who have no trouble in proclaiming themselves to be pro-Israel. In June 2010, Beck promoted on air the work of a Nazi sympathizer by the name of Elizabeth Dilling, who, in writings that Beck neglected to mention, derided Eisenhower as “Ike the kike” and Kennedy’s New Frontier as the “Jew Frontier.”
A few days later, Beck discussed George Soros’ Jewish ancestry, accused him of currency manipulation and mocked him for “disturbing hair in his nose,” besides claiming that Soros was a Nazi collaborator. More recently, Beck devoted an entire show around two weeks ago to a conspiracy theory on bankers such as the Rothschilds and the creation of the Federal Reserve. To promote his argument, he hosted the anti-Semitic conspiracy theorist G. Edward Griffin, who not only believes that “present-day political Zionists are promoting the New World Order,” but also that the Protocols of the Elders of Zion “accurately describe much of what is happening in our world today.”
At the same time, it is disheartening to see the number of conservatives who have defended Beck by employing the fallacious tu quoque argument, whenever moderate commentators such as Jennifer Rubin have exposed Beck’s extremism. As Rubin herself puts it, the argument in defense of Beck essentially boils down to “the left is worse.” This is simply not a valid line of reasoning to justify his conduct.
Conservatives need to give Fox credit for finally deciding to put an end to giving Beck any sort of respectable outlet for broadcasting his deranged opinions, despite the window-dressing in the joint statement with Beck’s production company that there will still be cooperation “to develop and produce a variety of television projects.” We can now be confident that Beck, a voice who has only served to tar and discredit the reputation of the American right as a whole, will be confined to the fringes of political discourse where he rightly belongs.

General: US considers putting troops on the ground in Libya

WASHINGTON (CBS/AP) - The United States may consider sending troops into Libya with a possible international ground force that could aid the rebels, according to the general who led the military mission until NATO took over.
Army Gen. Carter Ham also told lawmakers Thursday that added American participation would not be ideal, and ground troops could erode the international coalition and make it more difficult to get Arab support for operations in Libya.
Ham said the operation was largely stalemated now and was more likely to remain that way since America has transferred control to NATO.

While recognizing "the suffering and insecurity in which Israelis live" and the need for Israel to enjoy peace within internationally recognized borders, the document was much more expansive and detailed on the situation of Palestinians. Over the past 48 hours, in response to the incident in which a children’s bus was hit with an anti-tank missile near Sa’ad on Thursday, April 7th 2011, combined Israel Air Force, Armored and Infantry forces are operating in the Gaza Strip in order to restore the calm to Israel’s southern communities.
IAF aircraft and armored forces targeted eleven squads of terrorists in the northern and southern Gaza Strip, immediately following their firing of rockets and mortars at the Israeli home front, deliberately targeting Israeli civilians.
IAF aircraft targeted fifteen terror activity sites in the Gaza Strip, including terror infrastructure sites, Hamas outposts, smuggling tunnels and weapons manufacturing and storage facilities. Direct hits were confirmed.
Additionally, during joint IDF- ISA activities, IAF aircraft targeted Hamas commanders and operatives, including a senior Hamas operative in the southern Gaza Strip, Tayser Abu Snima. Snima was directly and physically involved in the kidnapping of Israeli soldier Gilad Shalit. In addition, he held several major roles in the military wing of Hamas and was involved in a significant number of terrorist attacks against Israeli civilians and IDF soldiers. Most recently, he was in charge of executing a terror attack from Sinai, firing rockets at the city of Eilat. The Shalit family was notified of the incident.

LIEBERMAN’S ROLE IN THE GOVERNMENT
2. (C) Lieberman confirmed that his ministerial portfolio would be focused on strategic threats, namely Iran. In addition, he wants to assume the role of a Director of National Intelligence-like coordinator for Israeli security services (e.g., Mossad, Shin Bet, the Israeli Atomic Energy Commission – IAEC, National Security Council -NSC, etc.) so that the government decision-makers are provided with “the best of Israeli thinking.” He talked of having a “small” 15-20 person staff to assist him in his ministry, which media reports indicate will be located within the office of the Prime Minister.
IRAN IS THE STRATEGIC THREAT
3. (C) Lieberman said a comprehensive/global strategy is needed to deal first and foremost with Iran, which he compared with Nazi Germany. “The Iranian leader is not so stable, and could take dramatic steps…. They state their intention to destroy us very clearly.” All other regional challenges were dependent on how Israel and the U.S. dealt with Iran. The Ambassador noted that discussion of the Iranian threat has been a major component of our strategic dialogue with Israel. Lieberman went on to criticize the recent Lebanon war as failing to deal with Syria and Iran, and he assessed that Israel’s position is now “worse off” than before the war. “Iran has a strong incentive to push a confrontation between Syria and Israel.”
PALESTINIAN PROBLEM REQUIRES A COMPREHENSIVE SOLUTION
4. (C) Lieberman complained that Israel’s approach to Palestinian issues had always been too narrow. He argued for an approach combining security/military action with economic development and political elements. The Ambassador noted that we also saw economic development and political solutions as critical. In this regard, the Ambassador described USG objectives vis a vis AMA, focusing on the importance of quality of life, freedom of movement, crossings and market access for Palestinians as the best way to prevent power from accruing to Hamas.
OUTPOSTS AND SETTLEMENTS
5. (C) The Ambassador emphasized the importance the U.S. attaches to Israeli commitments to President Bush on outposts and settlements. “These are not the main issues (now),” Lieberman responded, expressing his view that the question of outposts and settlements must be considered “together” as part of a final package rather than as a first, one-sided step. Lieberman, who lives in a West Bank settlement, reiterated that Palestinian economic issues are critical, and said that Israeli outposts and settlements provide jobs to Palestinians. He also claimed that Palestinians “like IDF security.” The Ambassador underscored that many of the outposts were “illegal” under Israeli law, but Lieberman scoffed that there were only 1,000 illegal houses in the West Bank while there were, he claimed, “100,000 illegal (Arab) houses in the Negev and Galilee.” He added that the outposts in the occupied territories were “encouraged — under the table — by former PM Sharon” and argued that their removal would provoke internal conflict in Israel without advancing a comprehensive settlement.
6. (C) Lieberman disparaged the current leadership of the Palestinian Authority. He called President Abbas “weak and corrupted, and no longer relevant;” Hamas are “fanatics;” and Mohammed Dahlan is unreliable and not a player in the West Bank. He said he thought the U.S. and Israel should first find the right Palestinian partner in the West Bank, and mentioned Mohammed Rashid as one Palestinian leader with potential — “Although he is no Woodrow Wilson.” Salam Fayyad would be a good “Number two or number three,” he added.
IMPORTANCE OF JORDAN; WEAKNESS OF EGYPT
7. (C) Jordan must be involved in any steps taken vis a vis the West Bank, which he saw as the place to start, Gaza being mired in chaos. He criticized Sharon for failing to involve Jordan in consultations regarding disengagement. Lieberman was less emphatic about the importance of Egypt. He faulted President Mubarak for being fixated on the political future of his son rather than serious national security challenges, such as Al-Qaeda’s presence in the Sinai. “Egypt may collapse in 15-20 years and become a really radical country.” Possibly mindful of the 2008 U.S. elections, Lieberman stressed: “We have two years to resolve the situation in the West Bank.” Otherwise, in his view, the situation there will become like Gaza. Lieberman argued that the status quo in Gaza was untenable; he anticipated the need for military operations to prevent the continued smuggling of weapons that could threaten southern Israeli cities such as Ashkelon and Ashdod.
8. (C) Lieberman closed the meeting with a caveat: he admitted that his information comes from the media and is neither complete nor fully informed. He sought a subsequent meeting with us on Palestinian issues once he had vetted ideas off the GOI security establishment. The Ambassador agreed to stay in touch.
BIO NOTES
9. (C) Avigdor Lieberman’s small parliamentary office barely contained the smoke from his Tip O’Neill-esque cigar, which he politely snuffed out before the meeting. Despite the media frenzy surrounding the coalition negotiations, Lieberman kept the meeting closed and confidential rather than opt for a photo-op. He speaks Russian, Hebrew, and Yiddish fluently, and is conversant in English. During the meeting, Lieberman only occasionally asked his aide for assistance in finding the most appropriate English expression. He lives in the West Bank settlement of Nokdim (SE of Bethlehem), and professes to have a wide range of Palestinian contacts, both in the territories and abroad. Our Kadima contacts note that Lieberman and Olmert enjoy a comfortable personal relationship, one that will be crucial to coalition stability in the months to come.
10. (C) Comment: At first blush the deal that Olmert has worked out with Lieberman appears to give each something they critically need. Olmert gets a more stable coalition and hopefully can now focus on real issues rather than exclusively on his political situation. It also gives Olmert some respite from Labor and threats by Peretz and company whenever they don’t like the direction he is heading on policy matters close to Labor’s heart. Lieberman, in return, gets a prestigious title and a seat at the policy table. He will also probably gain access to the best daily intel available to Israeli leaders which will allow him to speak with more authority in public debates as well as within the security cabinet. More importantly, this is an important first step for Lieberman in getting into the mainstream of Israeli political life, which he undoubtedly hopes will bolster him when he launches a run at the PMship in the future. The key question is to what extent Olmert will be constrained in moving too far forward vis-a-vis the Palestinians given his new “partner.” It will also be interesting to see how Lieberman’s entry into the PMO affects the pecking order there.
